No employer? Register as an owner-operator for your return-to-duty test.
FMCSA lets a driver with no current or prospective employer register in the Clearinghouse as an owner-operator and designate a C/TPA for the limited purpose of completing the return-to-duty process. You don't need to be hired first to clear your status.

In the Clearinghouse, register in the employer role as an owner-operator, alongside your driver account.

Choose a C/TPA that offers return-to-duty testing and add them to your owner-operator account.

Take a test, get cleared
The C/TPA arranges your directly observed test and reports the negative result. Your status changes from "prohibited" to "not prohibited."
Follow-up testing still applies. Your next employer carries out the plan your SAP set. If you stay an owner-operator, your C/TPA does.

Your membership provides you with a public SAP profile in the directory and access to applicable member features and resources. The current cost of is $9.99 a month. Because the directory limits the number of available SAP listings in each state, listing availability may vary by location. Once a state's available listings are filled, additional SAPs may need to wait for an opening.
